The NCAA is considering a rule change that would treat incompletions the same as a player going out of bounds for purposes of restarting the game clock.  My guess is that this move will not shorten the duration of the game, but will allow the greedy AD's and tv moguls to squeeze in more and longer t.v. timeouts in the same amount of time.
