Set a transfer limit number and amount any one player can get. Let the athlete do their third party advertisements but make sure there is no affiliation with the school. Don't tell schools how much of a percentage they have to spend on non revenue generating sports.

This is what Oregon is doing. Other schools are spending millions on recruits to commit, without any assurance that they'll stay. The Ducks got water splashed in their face when Wesley went to Texas, and I still don't want OBD to engage in a bidding war, when Oregon feels like a player is worth investing in Lanning will be there.
