That's what I've been saying too, plus part of the "review" is supposed to be based on "market." So, a kid considering UW is told a car dealer in Seattle will be allowed to pay him $50K, but one in Pullman can only pay $10K based on "market?" How is that going to work for USC's recruiting vs the same kid considering Fresno State?
