 He's retiring, after playing his final season as an Indianapolis Colt. But if he gets in it will be as a Charger. The Hall's of Fame have all gone a bit wonky as far as I'm concerned, baseball in particular. Rivers is an interesting case.

Although Rivers played for the Chargers for FOREVER, I can't remember him winning any Supper Bowl games. A few playoff games but never all the way. 

A good player but not a "Great" player. You don't want to turn the "Hall of Fame" into a place for regular Joe's. It should be reserved for exceptional players.

Agreed, and he is a good example of that, IMHO.

The QB position gets too much credit for wins and too much for losses.  Rivers played for the Chargers, a franchise that has never won the Super Bowl.  It wouldn't be hard to imagine him playing in the Super Bowl or winning one had he played for a better team.  He's a very good QB.  A Hall of Famer? That's debatable. He's a better QB than Eli Manning IMO and he won two Super Bowls.
