Per the Oregonian:

Lane County Sheriff’s Office detective Chad Rogers’ report noted that Dixon (Calif.) police were unable to contact Cody Webb, Spencer’s older half-brother, who was notified of Spencer’s passing by former Oregon coach Mario Cristobal.
 

Clearly Mario did inform the family of Spencer’s death.  When I read the initial post regarding this I made the assumption UO officials asked MC to tell the family.  I was obviously wrong.  Mea Culpa
