What's confusing to me about this move is he was already at UCLA with Chip. I wonder what his reasoning is for the move, because at this point I wouldn't want to be tying myself to Frost(Not that Chip is doing great either). 

IMO Frost is still trying to run the old Chip program from his days at Oregon and was so successful for him at UCF.  Chip, at UCLA has moved on from those days. 

It may be that Keanon Lowe wants more of the old Chip program. 

My problem with Frost is that he is not an X's and O's innovator. He can however run an good offense that someone else has created.

I agree with you that Frost may not be coaching there too much longer, but perhaps Lowe feels that his thoughts might be listened to or valued more where it is needed?  No idea really....just my guess.
