I couldn't find much info on this player. It appears he was the long snapper at Central Washington.

There was info on a site called Rubio Long Snapping which is below...

For a long snapper anonymity is a good thing.  Off the top of my head I can't name the Duck long snapper graduating after playing four (five?) years in Eugene.  Did his job well so he didn't make the news.
