The majority do not want to see the game shortened, they want to keep in place the stop-the-clock after 1st down rule. Does little old D3 have the power to stop the change in clock timing rules? Does the Bowdoin College Polar Bear speak? Jon Joseph Author Moderator No. 5 Share Posted May 12, 2023 It is now expected that the D3 objection to the clock not stopping after 1st downs will delay the implementation of the new timing rule for at least 1 year. The earliest this new timing rule is likely to be implemented is the 2024 season. I respect D3's position but this is another reason why G5 and the P5 should regulate themselves free of the NCAA.
