If college football decides to break away from the NCAA as a separate collegiate entity (which is what it looks like it's headed towards) then this model makes decent sense.

That's too narrow/vertical. We have FCS and FBS, just need to make an FAS with top 36-48 teams pulled out from FBS. If we want a relegation system between FBS and FAS, fine.
