Paying someone 9+ million/yr to stay with your team is insane. If theydont think 4+ million is enough then they really don't want to be here that bad.. who is on the hook for the PERS?  If the people of Oregon are on the hook.. shouldn't we have a say?

Cristobal is not on PERS.  For your information, PERS Tier One is for employees hired before 1996.  Cristobal is on OPSRP.  Way too much beyond that..:)
