Actually a flag was thrown, as it happened in front of the official and was just too obvious. Not to mention it was the Rose Bowl with millions seeing it slow-mo after the play. That Thibs grab of the QB at the last instant as he was releasing the throw is what created the interception for Thomas Graham. Not all turnovers are credited to the right player... Mr. FishDuck
