Most think Moko is going to TAMU, and that is rough on Cristobal, as that player has a very high upside.

Moko is the type of player that can come in and play right away. 

Dickerson is a de-commit from Minnesota and is also liked by Nebraska. Hold your breath on this one.

JTT and Henry To’oto’o.  Gotta keep the last one for a "must take"  portal transfer that might surface.

So, 24/7 and Rivals are usually pretty quick with the updates, but neither have Gracen Halton as a Duck, at least in their team rankings.  Both show him as a Duck on his player profile.

Looks like 247Sports has him as class of 2022. As a "Hard commit" for Oregon. Also his video has him as a 2019 Sophomore Highlights.

If I am understanding correctly (and I might not be), transfers coming in do not count against the 25 limit on new recruit scholarships each year. The fact that several are transferring out makes room for transfers in.

As I understand it, the transfers out relate to the 85 total scholarships, but transfers in do count against each year's 25.  This is why JHop at ScoopDuck has been talking about how the staff will keep one, if not two scholarships of the 25 open for the transfer portal.
