My father's best friend from college and law school may be able to help. Paul Hancock was Chief of the Civil Litigation Division for the Florida Attorney General’s Office in 2000 (the AG was a Democrat), and argued on behalf of Al Gore in the Supreme Court, requesting that the manual recount be continued. I think Hancock and Joseph could make a compelling case that a co-winner be declared, but may settle for a consolation prize in which they are "promised" an easy victory for the Ducks against the Huskies.
