		Oregon House Bill Would Require Approval of State Legislature for Public Universities to Change Conferences
		
		A proposed bill in the Oregon state House would require public universities to receive approval from the state Legislature if they wish to change conference affiliation for college sports. House Bill 3427, proposed by Rep. Paul Evans, D-Monmouth, calls for public state universities that wish to “change the athletic association, conference or organization with authority over intercollegiate sports” to make the recommendation to “the appropriate legislative committees for review.” The desired change in conferences “may not take effect unless it has first been submitted to the appropriate legislative committees ... and has been approved by the Legislative Assembly. The Legislative Assembly may adopt, amend or reject the proposed change,” according to the proposed HB 3427. 		Spring Recruiting Party: High-profile recruits expected in Eugene over the coming weeks It feels like the world of college football is starting to wake up from hibernation. Since the start of February when national signing day took place, there hasn’t been much going on in the news cycle. Recruiting has been on a dead period, the transfer portal window was closed, and spring football was still weeks out. However, that’s starting to change. The Oregon Ducks start spring practice later this week, and recruits from all over the country are starting to flock to Eugene, with a number of high-profile visits announced over the next few weeks. Of course, the biggest recruiting weekend for Dan Lanning and Co. will be on April 29th with the annual Spring Game bringing the likes of 5-star QB Dylan Raiola, 5-star KJ Bolden, 5-star Dylan Stewart, and the entirety of the Elite 11 Camp to town. There are some incredibly important visits taking place between now and then as well. Below are the scheduled visits that we have confirmed will take place in the months of March and April so far. Scholz isn’t taking over at Oregon until July, and he won’t be able to throw his weight around in a major way immediately. In a long-term view of things, though, this certainly could be something that inches the University of Oregon on when it comes to the notion of leaving the Pac-12 for the Big Ten. There are, of course, a ton of moving pieces, and it takes more than just the actions of one university president to make that sort of move happen. However, based on his track record, and his stated opinions on both realignment and the status of the Big Ten, it feels like fans who are in the camp of “Oregon needs to leave the Pac-12” should be happy with this hire. 		Oregon Spring Ball Position Battles: How will rebuilt linebacker crew look in 2023? The Oregon Ducks went into the 2022 season with what many considered the best linebacker group in the nation, led by veteran Noah Sewell and breakout candidate Justin Flowe. Unfortunately, Flowe never reached his potential thanks in part to injuries, and while Sewell was solid – the unit as a whole was disappointing. Now both Sewell and Flowe are out the door, Sewell to join his brother Penei in the NFL and Flowe to the Arizona Wildcats via the NCAA transfer portal. However, Oregon’s linebacker group in 2023 is still expected to produce for coach Dan Lanning, with a few veteran returners like Jeffrey Bassa, transfer portal additions, and up and coming recruits ready to contribute in Eugene. Spring is the chance for some of those younger players to earn a role this fall, and it gives those transfer additions a chance to acclimate to a new defensive system before the season gets underway. 		Top-10 RB Jeremy Payne puts Oregon among top schools in 2024 The Oregon Ducks have a strong history at the running back position over the past several decades, and that hasn’t changed at all under Carlos Locklyn, who took over as the RB coach under Dan Lanning in 2022. The Ducks have brought a number of highly-rated RBs to Eugene over the past couple of seasons, landing guys like Jordan James, Dante Dowdell, and Jayden Limar in the recruiting world, while also bringing Bucky Irving and Noah Whittington to Eugene via the transfer portal. It appears that Oregon is in good shape going forward, as well, landing among the top schools for 2024 4-star RB Jeremy Payne. Standing at 5-foot-10, 170 pounds, Payne is rated as the No. 10 RB in the class, and No. 153 overall player in the nation, per 247Sports. The Ducks extended an offer to Payne back in December of last year, and have not yet received a visit from the Texas back. We will likely see that change going forward. This fact has brought a ton of excitement to Eugene. Why? Because after the successful and encouraging 2022 season under Dan Lanning, there seems to be more anticipation surrounding this program than we’ve seen in the past few seasons. The Ducks have a Heisman contender at quarterback, a potential Biletnikoff contender at wide receiver, and a running back group that could be among the best in the nation next season. On the defensive side of the ball, there are some key returning starters in the front seven, a couple of promising up-and-coming players in the secondary, and a handful of intriguing transfer-portal players who could end up making a massive difference for Oregon. On top of all of that, the Ducks are fresh off of back-to-back top-15 recruiting classes, stacking the roster with young, unproven talent. It’s understandable why, as a number of players on the current roster — like Byron Cardwell, Dont’e Thornton, Justin Flowe, and so on — announced they would be entering the transfer portal. Some thought that it showed players didn’t want to play at Oregon, while others realized that the Ducks were simply making way for a crop of players better suited to Dan Lanning’s system to come to Eugene.
