Multiyear contract with incentives, just like the coaches... with the ability to fire if expectations aren't met, just like the coaches.
Although many of the guidelines on NIL are set by state laws generally performance based incentives are prohibited. 'Pay to Play' is still technically against the rules.

Some comments on Georgia boards that he reportedly almost left mid-season due to home sickness. Seems several posters expect him to end up at one of his home state Florida schools.
Committed to Ohio State then changed his mind a few months later. Enrolled at Georgia and changed his mind a few months later. A true freshman is just a kid so not surprising.

Maybe, but with all the pain he endured and the effort he gave to rehabilitate himself from multiple injuries I seriously doubt that is the case

Sorry to see him leave but I can't be mad at the young man, he gave his all for the team. Maybe Oregon doesn't offer a doctorate program in his chosen field?

You have to get talent, this kid clearly has it. Every progr'm in the country wants this kid. Maybe we can get this kid w/o burning a scholarship.
NCAA rules require a scholarship be charged to football if a two sport athlete plays a single snap. Further men's track is only allowed 12.6 scholarships. You can't give a full ride to a single athlete in track unless he is a Steve Prefontaine level performer.

Is Harbor an outstanding football player or a freakish athlete who happens to play football because he is really to big to be a track sprinter? I'm not talented enough to evaluate film highlights.

The NCAA limits roster size to 105 players until the first game or the start of classes after which it increases to either 115 or 125 (NCAA rules are difficult to find). Scholarships are limited to 85 so the vast majority of D-1 teams will have between 20 to 40 non-scholarship players each year.
Although it is possible for a walk on to perform well enough to earn a full ride is is extremely rare, those that rise to stardom are few and far between. There is a reason everybody knows Stetson Bennet was a walk on---it is a story that is newsworthy, certainly not the norm. Maybe Brock Thomas will defy astronomical odds but I think it highly unlikely.
